TOWN OF HARMONY BOARD MEETING
Monday, December 5, 2011

Chairman Bergman called the meeting to order at 7:00 p.m... In attendance: Supervisors Reilly, H. Hanauska, C. Hanauska and Barlass, Treasurer, and Clerk. Town Attorney.
Motion to approve agenda with correction of “Irene McCann” to “Terrance McCann” under item 7B made by Supervisor Barlass; seconded by Supervisor H. Hanauska; carried unanimously.
Minutes from the November 7, 2011 Town Board Meeting approved as submitted.
Minutes from the November 7 Budget Public Hearing and Meeting of Electors approved as submitted.
Public Comment
Rock County Sheriff Deputy asked if the Town Board would be meeting at the day and time of the month as this year. She also asked if they were any concerns. No comments.
Public Hearing for zoning change application from Terrance McCann to rezone a portion of parcel #6-7-224 to spilt off the existing buildings located at 3508 N Harmony Townhall Road.

Closed Public Hearing 7:06 p.m.
Motion to approve the zoning change to A-3 for a portion on parcel #6-7-224 made by Supervisor H. Hanauska; seconded by Supervisor Barlass; carried unanimously.
Public Hearing for zoning change application from United Supply to rezone a portion of parcel #6-7-131.2 to enlarge the adjacent parcel $6-7-131A located at 3727 N Henke Rd.

Motion to approve the zoning change for a portion of parcel # 6-7-131.2 to A3 to enlarge the adjacent parcel made by supervisor Reilly; seconded by Supervisor H. Hanauska; carried unanimously.

New Rock County Land Division Ordinance and Memorandum of Agreement
Explanation of changes and Memorandum of Agreement given by Colin Burns of Rock County Planning and Development Department.

Motion to have the town attorney to send a letter from the town to the county expressing their concerns in adopting the ordinance made by Supervisor Reilly; seconded by Supervisor Barlass; carried unanimously.
Ordinance designating town roads as class B
Motion to accept the ordinance draft as written with the change to Henke Road in section 1(b) made by Supervisor Reilly; seconded by H. Hanauska; carried unanimously.
Ordinance creating an exception in the ordinance for certain additions to nonconforming structures.
Motion to have the town attorney draft an ordinance to create an exception for the expanding of nonconforming structures if the front setbacks are not reduced made by Supervisor Reilly; seconded by Supervisor Barlass; carried by voice vote.
Rock County Humane Society 2012
Motion to sign the Rock County Humane Society contract for 2012 made by Supervisor C. Hanauska; seconded by Chairman Bergman; four voted for motion: Chairman Bergman, Supervisor C. Hanauska, Barlass and Reilly, one voted against: Supervisor H. Hanauska; motion carried.
2011 Levy Limit Change (Payable in 2012)
Motion to change to 2011 Levy limit from $192,151 to $192,068 made by Supervisor Reilly; seconded by Supervisor Barlass; carried unanimously.
Resolution to transfer funds to budget accounts for the 2011 budget.
Motion to transfer a total of $17,224 from the Reserve account to the Health and Human Services Budget ($162), the Legislative Board Budget ($80), the Public Safety budget account ($10,016), and the Miscellaneous budget account ($6966) made by Supervisor C. Hanauska; seconded by Supervisor H. Hanauska; carried unanimously.
Set the Date for the Caucus for Spring Election
The Spring Caucus will be held on Monday, January 16, 2012, at 7:00 p.m. at the Harmony Town Hall.
Set the Date for the January Town Board Meeting
The regular Town Board Meeting for January will be held on Wednesday, January 4, 2012, at 7:00 p.m. at the Harmony Town Hall.
Appointment of Elections Workers for 2012-2013 election cycle.
Motion to approve the list of election workers present by the clerk made by Chairman Bergman; seconded by Supervisor C. Hanauska; carried unanimously.
Approval of Bills
A motion to approve the bills made by Supervisor Barlass; seconded by Supervisor C. Hanauska; carried by carried unanimously.

There will be an Animal Control Meeting at the Janesville City Council Chambers on Thursday, December 8, 2012 at 2:00 p.m.
