TOWN OF HARMONY BOARD MEETING
Monday, May 6, 2013
(Approved by Town Board June 3, 2013)
Harmony Town Hall, 440 N Hwy. 14, Janesville, WI
Chairman Bergman called the meeting to order at 7:00 p.m. In attendance: Chairman Bergman, Supervisors M. Barlass, C. Hanauska, and E. Reilly, and Town Attorney. Absentee: Supervisor B. Barlass and Treasurer.
Motion to approve the agenda made by Supervisor Reilly; seconded by Supervisor M. Barlass; carried unanimously.
Minutes from the April 1, 2013 Town Board Meeting approved with one typing correction. Motion made by Supervisor C. Hanauska; seconded by Supervisor E. Reilly; carried unanimously.
Minutes from April 11, 2013 Town Board Meeting approved as submitted.
Minutes from April 22, 2013 Town Board Meeting approved as submitted.
Public Comment
Resident Diane Reed alerted town board to drivers “mudders” driving vehicles in the ditches on E Rotamer Road between Henke and Milton-Shopiere Roads during the hours of 8 p.m. and 1 a.m. on the weekends leaving large ruts in the ditches. The Sheriff’s Department has been alerted to the situation. Anyone with information about the incidents is encouraged to contact the Rock County Sheriff’s Department.
Resident in Starview Heights expressed concern about the sink hole in the front yard of the property on Galaxy Drive. Resident was informed that the Rock County Health Department has been notified.
Supervisor E. Reilly alerted the town board and residents attending of three break-ins that have recently occurred in the Bingham/Milton-Shopiere area. Sheriff’s Deputy present recommends locking doors and securing vehicles. Please call the Sheriff’s Department with information on any of these robberies.
Resident Mark Schultz brought a bag of rocks that have almost hit his car has he is sitting at the stop sign on Harmony Townhall Road waiting to turn on to M-H Townline Road. The rock are falling off the dump trucks coming from Frank’s Pit located to the East of this intersection turning south on Harmony Townhall Road. These rocks range in diameter from 3” – 7” in diameter.
Resident expressed concern about the old vacant McCann’s Service Station located just north of the intersection of Hwy 14 and County Road A. It appears the roof is falling in.
Chairman Bergman read a thank you note from newly retired Town Board Supervisor Harold Hanauska thanking the town for the plaque, gifts and cake for this many years of service.
Bonding Haul Routes for Frank Gravel Pit
Motion to have Frank’s Pit bond the roads for a total of $150,000, $75,000 for each of the two routes, indemnifying both the roads for the Town of Harmony and the Town of Milton. Made by Supervisor C. Hanauska; seconded by Supervisor M. Barlass; carried unanimously.

Water Concerns along E Rotamer and N Henke Road
Recent ditching on Steve Voda’s land and its possible effects on the neighbors down stream from the changes were discussed at length with input from Steve Voda, Carol and Nevard Smith, and Emmett Reilly (who discussed this item as a resident not as a member of the Town Board). No action was taken by the Town Board.
2013 Town Road Work and Financing Road Work
Motion for the Town to pulverize and pave M-H Townline Road from County Road Y east to Goodger Road, contingent on the Town of Milton agreeing to similar approval and contingent on receiving financing to be paid back over a two year period. Motion made by Supervisor C. Hanauska; seconded by Supervisor E. Reilly. Town Attorney was asked to draft resolution for this item for the next town board meeting.
No Engine Braking on Harmony Townhall Road
Motion to have town attorney draft an ordinance to make Harmony Townhall Road “No Engine Braking” from M-H Townline Road to State Hwy 26 made by Chairman Bergman; seconded by Supervisor E. Reilly; carried unanimously.
Humane Society Contract
Motion to send letter to Humane Society to terminate contract made by Supervisor C. Hanauska; seconded by Supervisor M. Barlass; Votes for measure: Supervisors: C. Hanauska, E. Reilly, M. Barlass Votes against mesure: Chairman Bergman; motion carried.
Zoning Officer’s Report
Dave Diestler read report - Douglas & Nancy Geske-Deck; Jeff Schultz-Attached Garage; James & Beth Poad-Addition; Scott & Sharon Sturgul-New Home/Garage.
Building Inspector’s Report
Building Inspector report read by Chairman Bergman – Dennis Campion-Demo & Penalty Permit; DTP Partners – Electric Permit; Douglas Geske-Deck Permit; and Scott & Susan Sturgul – Early Start Permit.
Appointment of expiring Planning & Zoning Committee Member Seats
Motion to re-appoint Don Quarterman, Chair, and Tom Reed, Member, to the Planning & Zoning Committee made by Chairman Bergman; seconded by Supervisor M. Barlass; carried unanimously.
Appointment of Board of Adjustment Member
Chairman Bergman appointed Jeff Klenz to the Board of Adjustment. Motion to confirm Jeff Klenz’s appointment made by Supervisor M. Barlass; seconded by C. Hanauska; carried unanimously.
Appointment of Grievance Procedure Official
Motion to reappointed Judge Henry Dikkeboom as the town’s Grievance Procedure Official made by Chairman Bergman; seconded by Supervisor E. Reilly; carried unanimously.
Appointment of Weed Commissioner
Motion to appoint Al Roehl as the town’s Weed Commissioner made by Supervisor E. Reilly; seconded by Supervisor C. Hanauska; carried unanimously.
Fees on Rezones, Conditional Use Permits and Variances
Discussion on updating fees for Rezones, Conditional Use Permits and Variances. No action was taken.

A motion to approve the bills made by Supervisor E. Reilly; seconded by Supervisor M. Barlass; carried unanimously.

Town of Harmony Special Well Testing Program - Pick-up Test Kit Thursday, June 6th, 4 p.m. - 6 p.m. (Test kits can also be pick-up at the E-cycling Event June 8th). Collect sample on Monday June 10th. Drop-off sample on June 10th, 4 p.m. – 6 p.m. Pick-up results on June 13th, 6- p.m. – 7 p.m. Special rate of $35 for both nitrate & bacteria testing (normally $44). All pick-ups and drop- offs will be at the Harmony Town Hall.
