November 7, 2011 Regular Town Board Meeting
TOWN OF HARMONY BOARD MEETING
Monday, November 7, 2011
(Approved December 5, 2011)
Harmony Town Hall, 440 N Hwy. 14, Janesville, WI
Chairman Bergman called the meeting to order at 7:07 p.m.. In attendance: Supervisors Reilly, H. Hanauska, C. Hanauska, Treasurer, and Clerk. Town Attorney arrived at 7:30 p.m. Absent: Supervisor Barlass.
Motion to approve agenda made by Supervisor C. Hanauska; seconded by Supervisor Reilly; carried unanimously.
Minutes deemed approved as submitted with corrections: 1) addition of “ C. Hanauska” after supervisor in the last line of the Public Comment Section. 2) change of “add land” to “addition of land” in third line of Public hearing section of Rezoning Application for 4828 sq. ft of parcel 6-7-47.7. 3) change “Building started with proper” to”Building started without proper” under Zoning and Building Permit Compliance. 4) change “Discuss” to “Discussion” under Refuse and Recycling Collection.
Public Comment
Rock County Sheriff Deputy Beotin was present and asked if there were any concerns. Supervisor .H. Hanauska asked about a dog biting issue. Concerns about heavy trucks on town roads was also stated. The Deputy explained that the county in is the process of being trained with mobile units to weight trucks right on the road. The town could contact Captain Gorelli with question on this issue.
Chairman Bergman informed the town that part of McCormick drive will be torn up and repaired by the City of Janesville while they are doing sewer and water main work.
Refuse and Recycling Collection
Refuse and Recycling collectors were present from Waste Management, Rock Disposal and John’s Disposal. Motion to contract with Rock Disposal starting with totes and switching to smaller bins if needed made by Supervisor C. Hanauska; seconded by Chairman Bergman; carried unanimously.
Rezoning Application for parcel 6-7-224 to separate off the buildings.
Motion to send application to Planning & Zoning for recommendation made by Supervisor Reilly; seconded by Supervisor H. Hanauska; carried by voice vote. Zoning Officer requested map including set backs of all buildings to new lot lines.
Rezoning Application for parcel 6-7-131.2 to enlarge and existing lot.
Motion to send application to Planning & Zoning for recommendation made by Supervisor C. Hanauska; seconded by Supervisor H. Hanauska; carried by voice vote.
Zoning Officer’s Report - Permits issued to Ellie & James Risch – Sunroom Addition; Steve & Victoria Mitchell – Deck; Bruce & Cathy Yahnke – accessory building; Alliant Energy – Add 3 antennas –Remove 1 antenna; Donald Quarterman – addition.
Building Inspector’s Report
Building inspector not present - permits issued to Dale Wide – Electric Permit’ Roger Henke – Garage Addition on House; Richard Construction – House Permit; James Risch – Addition permit; McCann’s Garage – addition; Bruce Yanke – outbuilding; Bill Knick – Remodel/Alteramtion; James Poad – Deck; MKM Investments – Alteration/ remodel permits; James Risch – electric permit.

Approval of Bills
A motion to approve the bills made by Supervisor C. Hanauska; seconded by Supervisor H. Hanauska; carried by voice vote.
Regular bills: Dan Silha LLC $750.00; Waste Management $8,630.40; Rock County Public Works $29,018.90; Nowlan & Mouat Law Firm $54.00; Alliant Energy $25.11; Rock Energy Cooperative $22.71; CenturyLink $46.13; Milton Courier $256.90; Rock County Humane Society $520.00; Rock County Treasurer $28.00; Milton/Milton Township Fire - $200.00; Lisa Tollefson - $63.48; Mark Langer $870.96; Dave Diestler 101.55; J&D Pounder $2000.00; Jim Check $75.00; IRS $507.64; WI Dept of Revenue $290.32 for a grand total of $43,461.10.

Treasurers Report
Treasurer read the treasurer’s report. CD’s $21689.53; Money Market $91,241.29 and checking $1682.79 for a total of 304,613.61. Report approved as read.
Upcoming Events
Rock County Unit of Wisconsin Towns will be meeting on November 17, 2011 at 7:00 p.m. at the Evansville Fire Station.
Public Hearing for the New County Land Division Ordinance will be on November 17, 2011 6:00 p.m. at the Rock County Courthouse.
The clerk will be attending Statewide Voter Registration Training in Madison on November 15 and 16, 2011.
Emergency Management Survey and Items to be Mailed with Tax Bills.
Discussion on emergency management survey, voter id changes and dog license application to be sent with the tax bills.
Dog License Fees
Motion to increase the fee for a dog license by $2 for each dog made by Chairman Bergman, seconded by Supervisor C. Hanauska; carried by voice vote.
Town Hall Weapons Policy
Item will be tabled until a later date.
County Land Division Ordinance going into effect Jan. 2012
Item will be added to the agenda next month.
Resolution for Truck Traffic on Town Roads
Motion to classify all town roads as Class B Highways according to State Statute 349.15 made by Chairman Bergman; seconded by Supervisor C. Hanauska; carried by voice vote.
Motion to post Tarrant, Milton-Shopiere and Henke Roads along M-H Townline Road with “Class B Highway” signs and ‘No Thru Trucks” signs; and to send letters to the ethanol plant, Cargill, Delco, Frank Brothers and the Rock County Sheriff’s Department made by C. Hanauska; seconded by H. Hanauska; carried by voice vote.

Traffic Sign Reflectivity Regulations
Motion for the town to use the Visual Assessment Method as described in the October issue of the Wisconsin Towns magazine as the town’s plan for sign assessment and management made by Supervisor Reilly; seconded Supervisor C. Hanauska; carried by voice vote.
Resolution establishing compensation of officials other than supervisors and town chair.
Motion to approve resolution made by Supervisor C. Hanauska; seconded by Chairman Bergman; carried by voice vote.
Rock County Humane Society
Item tabled until next month.
Motion to go into closed session pursuant to Wisconsin Statute Section 19.85(1)(e) and 19.85(1)(g) to discuss negotiations with M&I Bank relating to Town’s Mortgage on Vineyard property, and to confer with legal counsel who is rendering advice concerning strategy to be adopted by the Board in litigation in which the Board is likely to become involved made by Supervisor Reilly; seconded by Supervisor H. Hanauska; motion carried unanimously. – Chairman Bergman, Superviors C. Hanauska, H. Hanauska and Reilly voting yes.

Motion to adjourn meeting made by Supervisor Reilly; seconded by Supervisor H. Hanauska; carried by voice vote.
