TOWN OF HARMONY BOARD MEETING
Wednesday, September 7, 2011

Chairman Bergman called the meeting to order at 7:02 p.m. In attendance: Supervisors Reilly, H. Hanauska (arrived late) and Barlass (departed 9:38 p.m.), Treasurer, and Clerk. Absent C. Hanauska
Motion to approve agenda made by Supervisor Barlass; seconded by Supervisor Reilly; carried by voice vote.
Motion to approve the minutes from the August1, 2011 approved as submitted.
Amendment to correct minutes from July 6, 2011 Town Board Meeting change bill for City of Janesville from “$26,310.00” to “$26,098.00”, approved as submitted.
Public Comment
The clerk relayed speed concerns from Jamil Khan on Harmony Town Hall Road possibly reducing the speed on portions of the road to 35 mph.
Supervisor Barlass relayed concern from a resident that the stop ahead sign on Henke Rd, north of County Road A is missing.
Resolution for Voting Ward Redistricting
Motion to approve new voting wards made by Supervisor Barlass; seconded by Supervisor Reilly. Motion carried: Chairman Bergman – yes, Supervisor Barlass – yes, Supervisor Reilly – yes.
Zoning change application for a portion of parcel #6-7-47.7 fromA-3 to RR.
Motion to send the application to the Planning and Zoning Committee for their recommendation made by Supervisor Barlass; seconded by Supervisor Barlass; carried unanimously.

Resolution for Employee Grievance Procedure
Motion to appoint Judge Henry Dikkeboom as the Impartial Hearing Officer made by Supervisor Reilly; seconded by Supervisor Barlass; carried unanimously.
Motion to set the fee for the impartial hearing officer to $100 per day made by Supervisor Reilly; seconded by Supervisor Barlass; carried unanimously.
Motion to approve the Employee Grievance Procedure made by Supervisor Barlass; seconded by Supervisor Reilly. Motion Approved: Chairman Bergman – yes; Supervisor Barlass – yes; Supervisor H. Hanauska – yes; Supervisor Reilly – yes.
Emergency Management Procedures
Discussion of progress, more work needs to be done.

Zoning Officer’s Report - Permits issued to US Cellular – add 3 antennas, Sally Blue – porch, McCann’s Garage – addition, James & Becky Hessenauer – pool.
Question on whether a resident needs to have a variance for an addition to a non-conforming building. The building is within the highway setback which was changed since the building was built. Following our ordinance the addition needs to have a variance for the construction.
Building Inspector’s Report
Building permits issued – Metclaf Rev. Trust – outbuilding, demo, electric; Wilbur Mack – electric; Fred Miller, Jr. - electric; Mark Schumacher – addition; Gary & Sally Blue – deck with roof.
Resolution to change Building Permit Fees
Motion to adopt new building permit fees and inspectors portion of fees as gross salary made by Supervisor Barlass; seconded by Supervisor H. Hanauska. Motion carried: Chairman Bergman – yes, Supervisor Barlass – yes, Supervisor H. Hanauska – yes, Supervisor Reilly – yes.
Brush Cutting for 2011
Item will be discussed more at October meeting.
Resolution for Cooperative Agreement with Town of Janesville for Recycling Consolidation Grant.
Motion made to approve resolution made by Supervisor Reilly; seconded by Chairman Bergman. Motion carried: Chairman Bergman – yes, Supervisor Barlass – yes, Supervisor H. Hanauska – yes, Supervisor Reilly.
Semi Truck Traffic on Town Roads
Item will be discussed further at the October meeting.

New Road Sign Reflectivity Standards
Item will be discussed further at the October meeting.
New Computer/Software for Clerk and Treasurer
Motion to approve the purchase of new computers, Microsoft office, Quick Books and Internet Security made by Supervisor Reilly; seconded by Supervisor H. Hanauska; carried unanimously.
Approval of Bills
A motion to approve the bills made by Supervisor Reilly; seconded by Supervisor H. Hanauska; carried by unanimously.
Regular bills: Dan Silha LLC $750.00; Waste Management $8,630.40; Rock County Public Works $4445.34; Crack Filling Service $7,500.00, Nowlan & Mouat Law Firm $1,046.00; Milton Courier $160.56; Alliant Energy $25.11; Rock Energy Cooperative $23.14; CenturyLink $44.13; Rock County Humane Society $195.00; IKON $153.30, Rock County Clerk’s Office $610.00; Rock County Land Conservation Dept. $500.00; Lisa Tollefson 53.99; David Diestler 90.01; Mark Langer $336.00; J&D Pounder $2000.00; Jim Check $225.00; Unemployment Insurance $52.21; IRS $203.62; WI Dept of Revenue $112.00 for a grand total of $27,155.81.

Treasurer read the treasurer’s report. CD’s $211,348.43; Money Market $133,869.31 and checking $2340.60 for a total of 347,558.34. Report approved as read.

Animal Control Meeting – September 22, 2011 1:30 p.m. at the City of Janesville Council Chambers.
Clean Sweep - The next Clean Sweep events in Rock County will be held on Friday, October 7, 2011 2:00 p.m. – 5:00 p.m. and Saturday, October 8, 2011 8 a.m. – 12 p.m. Space is limited.
